Andrei Belkovets

Biography

Andrei Belkavets was born in 1980 in Minsk. In 2001, he graduated from the Belarus State Economic University with Bachelor’s degree of business administration in economics and in 2015 – Master’s degree of economics in International finance.

He started the public service career in the State treasury and in 2003 moved to the Ministry of Finance.

During the years in the public service Andrei Belkavets occupied governing positions in Public Debt Department and almost 3 years (2010-2013) headed Public Borrowing Division of Public Debt Department.

In 2012, Andrei Belkavets graduated from the Academy of Public Administration under the aegis of the President of the Republic of Belarus with a degree in International relations.

In 2013, he moved to the Development Bank of the Republic of Belarus (DBRB) as the Head of Financial Institutions Division. He was in charge of the investment strategy for DBRB in relation to the international financial institutions.

In 2017 Andrei Belkavets restarted his career at the Ministry of Finance at the position of the Head of Public Debt Department. During the period of his office was managing placement of USD 2bn sovereign Eurobonds in 2017-2018.

On November 14, 2018 Andrei Belkavets was appointed the Deputy Minister
of Finance of the Republic of Belarus.

Currently, the areas of his responsibility as the Deputy Minister of Finance include strategic and operational public debt management, state policy in the insurance sector and securities market, and cooperation with the international financial institutions.
