Biography

Mr. Olivares is currently a Board Member of Banco de la Nación in Perú and International Consultant at Inter-American Development Bank (IDB) advising debt management strategies in countries in Latin America.

He was former General Director of Public Treasury and former Financial Markets Management Director in the Ministry of Economy and Finance in Perú. Under his management (2013-2020), Perú has led the way as emerging markets sovererigns have looked to developed local debt markets, becoming a benchmark country developing local markets in Latin America. He was responsible for executing the most recognized debt issuances and liability management operations in local and foreign currency during the last years in the region.

In addition, Mr. Olivares was former Chairman of the Steering Committee of Latin America and the Caribbean Debt Group (LAC DEBT GROUP – IDB) and Director of the Government Treasurers Forum of Latin America (FOTEGAL). He was also a Board Member of Fondo MIVIVIENDA, Corporación Financiera de Desarrollo (COFIDE), SEDAPAL and Banco Agropecuario (Agrobanco). He has been Delegate at the Annual Meetings of the World Bank (WB) and the International Monetary Fund (IMF) and Alternate Governor of the Republic of Peru at the Assemblies of Governors of the Inter-American Development Bank (IDB) and the Inter-American Investment Corporation (IIC). He has an extensive professional experience working in prestigious companies in the public and private sector in Perú.

Mr. Olivares is Economist from Universidad del Pacífico (Perú) and obtained a Master’s Degree in Financial Engineering from Universidad Alcalá de Henares (Spain). He also won a fellowship from Carolina Foundation to do post graduate studies of Expert in Financial Institutions Management at Spanish Savings Banks Foundation (FUNCAS) in Spain and he has completed the CFO’s Executive Program at the University of Chicago Booth School of Business (USA).
