Biography

Matthew is the co-Founder and CEO of Tamasuk Holding Co, a diversified infrastructure developer and investment company established in the Kingdom of Saudi Arabia.

Since inception in 2017, Tamasuk has grown to an enterprise value of circa USD 2 billion with projects in energy and utilities, social and transportation and the digital infrastructure sectors. Today the firm is a recognized lead developer for large and complex infrastructure projects and has a diversified client base which include government ministries, giga-projects like NEOM and international hyperscaler clients for the company’s data centre projects.

Tamasuk is head-quartered in Riyadh, and has presences throughout the KSA, and offices in the UAE and Jordan. In 2023, Tamasuk was awarded ‘Sponsor of the year’ at the annual Capital Markets and ESG Finance KSA event.

Prior to Tamasuk, Matthew was a senior advisory banker and part of HSBC bank’s investment bank and infrastructure and energy finance team for over 15 years.

He has worked for 2 years in Asia (based in Kuala Lumpur), 4 years in Europe (based in London) before moving to the MENA region and has been based in Dubai for the last 9 years

Matthew has extremely strong experience of advising Government authorities and private sector developers on infrastructure and energy projects which involve securing billions of dollars of equity and debt capital on a limited to non-recourse basis. This experience has meant that he has strong knowledge of advising on sophisticated financial structures for large and complex transactions.

Before joining HSBC, Matthew spent 3 years as an Engineer, primarily with Alstom Power as a Gas Turbine Commissioning Engineer and worked on several projects on-site in Switzerland, Thailand and Malaysia

He is a regular speaker at regional infrastructure and energy conferences, for example recently one of the keynote panelists at the Bonds and Capital Markets’ forum in Riyadh, for Marsh’s oil & gas conference and a guest speaker at the Baoa Forum for Asia Financial Co- operation in Dubai.

Matthew holds an honours degree in Mechanical Engineering from the University of Sheffield, UK
