Biography

Professional with over 19 years of experience in capital markets, including 16 years of sovereign debt management for Brazil and external consulting services to the World Bank and the IMF. Currently serving as the deputy head of Brazil’s National Treasury's Debt front office, this professional has established a proven track record in designing and executing funding program strategies within both domestic and international capital markets to meet Brazil’s funding goals over the years. His expertise lies in the development and execution of strategies, encompassing the design and execution of new issuances and of liability operations in both local and hard currencies. Furthermore, he contributed decisively to the elaboration of Brazil's Sovereign Sustainable Bond Framework and issuance.

He frequently serves as a speaker in press conferences and investor meetings. Additionally, he plays a crucial role in offering technical advice and support to the National Treasury and sub-national governments, particularly in the areas of debt management, structured operations, tailored loan valuations, and debt restructuring. His previous roles as a Senior Debt Operations Advisor and Head of the External Debt Desk further emphasize his extensive expertise in this field.

In addition to his distinguished career at the National Treasury of Brazil, Roberto has enriched his professional journey by serving as a Short-term External Consultant for the World Bank and the International Monetary Fund, providing insights into debt management, capital market access, and medium-term debt management strategy for the institutions' clients. He has also gained valuable experience in the private sector, implementing structured finance solutions for a significant startup infrastructure project. Moreover, his tenure in Corporate Finance involved structuring operations, primarily in project finance and securitizations across a range of sectors.

Roberto's engagement in fiscal council boards demonstrates his commitment to public service and oversight. His most recent roles on these boards include service for Indústrias Nucleares do Brasil, Banco da Amazonia, and Companhia Docas do Pará.

His comprehensive academic background includes a Master's Degree in Statistics from the University of Sao Paulo, a Postgraduate Degree in Finance from INSPER, and an Undergraduate Degree in Engineering from the University of Sao Paulo.
